Citrix Server does not allow new ica connection while tool like Antispyware/ backup is running on server

We have Citrix PS 4.0 enterprise servers on Windows 2003 server.When we start backup of this servers from "NTBACKUP" or any other 3rd party tool like netbackup  this server stop allowing new ica connetion to this server. we have to restart IMA or XML service to login throgh ica client/webclient.
RDP connection to server work during this time. Once backup stop ica users can connect to server or published application on these server. currently there are no citrix hotfix installed on these server. These servers are upto date with MS security patches.We have SOPHOS AV installed on server.Start Free Trial
