Antivirus web sites are blocked! Where do I go to fix?

PC had a few bad viruses.  Admin was locked out of the my computer properties.  The controll pannel was made missing and a lot of other weirdness.

Virus seem to be removed now  using AVG.  Page cannot be displayed for symantec, and trend micro etc.  Seems to be only antivirus web sites.  

I have checked IE Blocked sites etc adn nothing is listed.   Where else could it be blocked at?
Is there an REG hack that sets all the user admin reg settings back to their default state?

Also have an old ver of norton internet security I cannot remove.  Cant uninstlal and the symantec uninstaller I downloaded to a flash drive and used crashes.

Is there a way to uninstall ALL symantic traces so i can get a copy of 360 loaded?

Download rrt tool and remove the restrictions on you computer first and then go to the safe mode and try accessing the antivirus websites.

did you run the rrt tool to remove the admin restrictions?
also have you uninstalled the symantec product before running the removal tool which you downloaded.

Try placing those AntiVirus websites in trusted sites. Might be there is problem with the username you are logged in with. Create another User with Administrative privilege. Try these sites from the new user.

Try an alternate browser like firefox or opera, and or try to access via IP

My best suggestion however is that you remove the HD from the PC, plug it into another PC as a secondary drive and then scan it using your preferred AV and anti-spyware software. Something no one should be without is a USB hardrive adapter, I like this one: http://www.newegg.com/Product/Product.aspx?Item=N82E16812119152
It's cheap, requires no software to install, works on all HD types except SCSI, and make doing this sort of thing a breeze, it's also ideal for making back-ups of your important data, just buy another HD to back the data up to. If you don't have a second PC, see if you can use a friends to plug in the usb adapter, or place the HD into their PC. As long as the drive is made a secondary and not booted off of, you will not infect others PC's, and make sure you don't run anything on the (infected)HD itself, just run scans on it to make sure you've cleaned it all. If you still have issues after that, with the handy usb adapter you can make backups of the important data, then reinstall the OS. I have already hooked this hdd to another pc and scanned it.

The virus is gone it seems.  BUT it left some changes in the OS.

I added symantec.com to the trusted sites but no go.

Have you tried SUPERAntiSpyware (http://downloads2.superantispyware.com/downloads/SUPERAntiSpyware.exe)? Also, see if you can send us your HijackThis (http://danborg.org/spy/hjt/alternativ.exe) log. You can also try downloading SUPERAntiSpyware (http://downloads.superantispyware.com/downloads/SUPERAntiSpyware.exe) by

Oops! Check your hosts file to see if there's anything bad in it. Open notepad and open "%windir%\system32\drivers\etc\hosts".

If you see any antivirus sites in the hosts file, delete them.

You can use HostsXpert to restore your hosts file.

It is very common for malware to do this and there are good tools to fix these issues without re-installing your OS. As orangutang mentioned, give us a Hijackthis log so we can see what is going on. Just because a virus scanner comes back clean does not mean it it by any chance.

Orangutant  that was it.  They listed damn near every AV site out there.

Only thing listed in that file was av sites.  I deleted  all contents and it seems fine now.

I would still recommend scanning with SUPERAntiSpyware or some other antivirus program to make sure that the virus  has been removed completely.
