All options in the Windows XP boot menu cause system to reboot without loading Windows

I've built five identical systems and installed Windows XP Professional on two of them. Both are having exactly the same problem:

Right after the install finishes, upon the first boot into windows, it gets past all the POST stuff and then where the XP logo screen should come up, the system reboots instead. The boot menu is displayed (Safe Mode, Last Known, etc) and no matter what option is selected, the system reboots before making it any further. The CD I'm using to install has been used before without any problems.

Hardware:

boot into the recovery console off your cd and runa fixboot and fixmbr

also run a chkdsk /R

I've done all three already, no changes. I've reformated/reinstalled twice on one of them, no change.
thats insane.

any updates for your MOBO?

Questions I have..

1:  Are all 5 systems identical with their hardware ?  If not, please list the the other machines hardware config.
2:  have you tried installing on the 3rd,4th, or 5th machine ?

Possible sollution.  I believe the CD may be faulty even though you have used it with sucess before.  They can become damaged and it sounds like the boot files didn't get installed correctly.  If you try the same CD on another machine and it works, then i am wrong.  Also, it is possible the the CD drive needs cleaning (unless they are brand new).

That is my thoughts at this stage.

Try reseting your BIOS to "FAIL SAFE DEFAULTS". It may work. I had this issue and sometimes I got lucky? Also try putting known good memory in the machine and remove the current ones in there. Maybe you have a bad memory stick. Do you get a blue screen when it reboots?

Did you install separately or Clone (mirror copy) one Hard disk to other ?

Same problem for 2 PC's, then couldn’t be RAM . I think XP installation CD damaged and file corruption occurred. Try with another XP CD.

you can find the  error or damaged file. first connect  that hard disk to another working  PC  as slave drive . and  boot as normal. next  open Boot.in file on that hard disk ( you have to set view system file option ). and add  /bootlog switch   to boot.in  file.

again fix that hard disk to   defetc PC. and boot again
now when booting it will create boot log file  under system folder. ( systemroot\Ntbtlog.txt).  

again plug that hard disk to another working PC and   and open NTbltlog.txt file on that  Hard disk. it show  clearly
, which point booting process stoped.

and next thing when you installing XP remove all PCI card, can configure all PCI cards one by one  after finishing Installation,

I'll try to answer questions from all comments unanswered so far:

1. Mobo is currently using the latest firmware (even tried flashing one of them with the same firmware from the company's website for good measure)
2. All five are EXACTLY idential except for one which has a wifi card and a videocard. That one, however, has a seperate issue where it simply won't turn on. Probably a dead PSU. Obviously I have not installed anything on that one.
3. I have only tried installing on two of them. I figured if two are having the exact same issue, why waste time on the others? (and yes, the CD drives are all brand new, along with every single piece of hardware in these machines).
4. There is absolutely NO STOP screen, no error message whatsoever. Absolutely nothing. It just goes from the boot options menu to a fully black screen for a second or two, then reboots.
5. The installs were seperate from the same cd.
6. There are NO PCI cards in any of the machines (except the 5th that doesn't turn on).

I will try installing with a new CD. Also, vmaheen, couldn't I do pretty much the same thing by using a customized floppy boot disk with ntldr, ntdetect.com, and boot.ini set with the /bootlog switch on it? These drives are all SATA and my only working PC doesn't support SATA.

I've come across some weird problems in the past, but this takes the cake, so thanks for all your replies!
I used the Recovery Console's bootcfg command to add the /bootlog switch to the boot.ini file. Oddly enough, no ntbtlog.txt was created by the new switch... (I checked /windows, root, and /windows/system32).

can you check installation with normal IDE hard disk only for testing.

Does the Mobo support RAID or did it come with a floppy disk with drivers on it? I would make sure that you do not a set of drivers in order for you to be able to boot from SATA.  The same thing happened to me, and the solution was to use the RAID disk that came with the Mobo to load the drivers before u start the installation of Windows, even though I wasn't setting up a RAID.  
Alright, this should really narrow things down:

I tried installing XP with a brand new CD, still having the same problem. Then I replaced the SATA drive with a regular IDE drive and everything works just fine. So the issue is definitely related to the SATA controller, sata drive, or sata driver. The motherboard is using onboard SATA support provided by the southbridge chipset: ULI M1573

The SATA drivers are on the CD that comes with the mobo and requires a directory to be copied to a floppy disk. What I find odd is that the drivers refer to themselves as ULI Mxxxx (different numbers than printed on the box/manual). Any ideas?
You ned to isolate the variables. Try booting a live cd OS like Knoppix to see if your hardware is running properly. If Knoppix can run w/o problems then there is something amiss with your drive configuration or your installation procedure. If Knoppix does not run well test your memory configuration to start. You may hav a bad batch or the wrong settings.

I've already clarified that it's something to do with SATA since it works fine with an IDE drive...
I think you have to refer Mobo manufacture  web site for more detail or read MoBO manual again.

did you try to add SATA XP dirivers manually when installing XP ( first screen when CD booting )

is ther any onboard RAID with that Mobo. see BIOS menu agin  

some times ther could be some BIOS Setting for  SATA Hard disk configaration ( HDD type Auto, LBA, Large .etc.. )

Go to Jetway's Website:

Type in your Model under Product Search.  Two item should come up:  Pro and Regular.  Click on Download under the correct model.  Then download the SATA RAID drivers.  These will be the correct and updated drivers.  Put them on a floppy disk.  Start installation, and press F6 to install RAID drivers.  Put the floppy in with the recently downloaded drivers, and load the drivers found on the disk.  Then start the installation.  This should take care of your problem.  Please post an update.
Looks to be the exact same as the driver that comes on the CD. I'll try it when I get home from work just to be safe.
As per the latest link you gave me, vmaheen, there is only one SATA related bios option: the ability to enable or disable SATA functionality on the mobo. I cannot find anywhere that would allow me to adjust the HDD type.

The SATA/RAID drivers direct from their website made no difference.
Something else worth noting, booting the system to a windows install on an IDE drive works fine like I previously said, but furthermore, I can boot with the SATA drive plugged in as well, and once windows is loaded, I can then load the SATA drivers and windows sees the SATA drive just fine. I no longer suspect the issue is due to the drivers since they seem to work properly in this fashion.
Did you configure BIOS Boot sequence  first option to SATA.

last I think we have to go for  BIOS update of your Mobo.
as above your word i think pc restrting without showing first screen of XP, that mean you canot press F8 key to go XP boot option menu,  is  it ?

and found  to detect some SATA controler and to boot  with SATA  taken time higher than  IDE. because of this  time out it will reboot.
to confirm it  set secondry boot as CD or Floppy, if it jump to CD or floppy .. ,  anyway will check it..  can you ?

and next think can you check all BIOS menu options..
New info yet again: I tried setting a jumper on the SATA drive to force it into 150gb/s mode (even though that's what it should be already) just to be safe, since the motherboard only supports SATA150. It didn't fix the problem but it DID give me an extremely quick flash of the logo screen before rebooting this time. It didn't do it for a few more reboots and eventually I switched out the LCD monitor I've been using this whole time for a CRT. Now I get a good 2 seconds viewing time on the logo screen... and... one of those times I saw an EXTREMELY quick flash of a STOP error! So I used the IDE drive's windows install to edit the SATA drive's registry setting for autoreboot, and here we go, a STOP error:

CONFIG_INITIALIZATION_FAILED

0x00000067 (0x00000001, 0x00000008, 0xC0000035, 0x00000000)

So far my searches on google point to the error being related to bad RAM, but if this is the case, why would IDE work, but not SATA?
Swapped RAM from my current system with the faulty system, still got the same STOP error. Currently running RAM from faulty system in  my good system (the one I'm posting this from) and it seems to work fine. Highly doubt any problem with the RAM. What else could cause this? Windows says something about disabling caching on the motherboard.... ???

Lots of people posting this STOP error are running Windows 2000 or NT, not XP. In fact, I don't think I've found a single person that IS getting it with XP. Very odd.

I think you have to download latest drivers first.

Yeah, that's the location I downloaded the drivers from that I used on the current installation. I think we can rule out the drivers being at fault.
STOP eror will come to wrong Drivers not only for RAM. but i think RAM  is ok.

can you try with  driver installation as my above post

But... i already did an installation with drivers from that location.. its the current installation I've been testing with and getting the STOP error.

I said in an earlier post that I added /bootlog to the boot.ini and let it reboot a couple times. I never found the log (ntbtlog.txt i believe).
PROBLEM SOLVED!!!

It was the SATA drivers all along! The ones Jetway provide on their CD AND on their website are complete crap. The ULi southbridge chipset isn't that good to begin with, but the version of the drivers from Jetway were causing the STOP error on the SATA/RAID controller. MSI makes a motherboard with the exact same chipset so I used their drivers instead and it worked perfectly :)
