IE quits when accessing secure sites
In I.E. 5.5, when accessing secure sites (https), IE simply quits when trying to access them. Installed over with I.E. 6 SP1, same problems exists. Oh yes, the machine is running Windows M.E.
What is the issue here and how do I resolve it? Hopefully without having to reload the O.S..

Very sorry for not responding earlier.
The browser security setting was already Medium and the 2.0 and 3.0 SSL boxes were both already checked.
Is there another solution I can try?

Is everything current with WindowsUpdate? If not, highly always recommend that the OS and Browser are kept current with fixes and patches from WindowsUpdate.
Perhaps you have Firewall installed and configured to block?
Is it ALL https attempts that are blocked or just some specifics? You may have success testing one of the secure links as follows, to update your Privacy Settings within IE to test and see if this helps you.
Within IE - tools - internet options - Privacy - then choose Edit - paste the URL to the https site you're having problems accessing, then choose "allow". Close the Browser for settings to be updated and try again.
There are many possibilities that come to mind, these are just a couple.
Listening when I can, if more is needed.

There may be programs running in the background interfering with the operation of Internet Explorer. If you have Norton programs running in the background, temporarily turn them off, including anti-virus, win doctor, recycle bin protect, and clean sweep. Does this fix the problem?
Turn off any firewall or ad-blocker.

Make sure that your security settings is set not too high. Set them at medium. Go to Tools > Internet Options > Advanced and make sure SSL boxes are checked.
