Okay, I know I have seen questions like this asked before, but I can't find anything using the search tool.

I need to make a way to control who has access to download files off of my server through a web page.

If I remember correctly, there was a way to put my files in a non-public location, and then use an .asp page validate permissions from a db and then "stream" the file to them.

The part I am missing is how to "stream" the file.

Thanks for your help.  Let me know if I can clarify.
