Apache Server on Windows Server 2003 Box and FrontPage Server Extensions

I have installed Apache 1.3.31-win32-x86-no_src.exe on my Windows Server 2003 box.  I created a site with FrontPage 2003 that I want to host on this server.  I have forms with in the site for suggestions, but they do not work when I click the submit button.  I get the page:

I have tried to install FrontPage Server Extensions and that is not working, does anyone know how to install this or get my forms to work.  I know that I should use something other than FrontPage, but sadly that is all that I know right now.  

I have tried to configure the FrontPage, but all that I get is some error saying that the Administration and Extensions are not compatible and that it is too old.  I need some help, please!

This site is an intranet and there is no need to connect to the outside.  I have looked up articles and guides on how to set these forms up, but nothing works.  Any help would greatly be appreciated.

A question (curiosity not criticism): if you are using Windows 2003 Server and want to use FrontPage Server Extensions, why not use IIS?

The IIS is not working.  I tried to use IIS 6.0, but I get the error that the Adminstrative program is not compatible....the IIS works in that it will allow more than one person to view the site within the building, but the forms do not work.  I agree that I should use the IIS, but it is not working with FrontPage server Extensions 2002, and FrontPage 2003.  If you have any suggestions about this, I would gladly like to hear them.  This is the error that I am getting:

The server administration programs and the server extensions on the Web server are not compatible. The server is too old to use with this administration program. Please consult the section in the Administration Guide on Migrating and Updating Web Sites for more information

If you can point me towards some literature on how to set up this site, I would appreciate it, and I would gladly use the IIS that I already have on my server.  I thought that my request form would work better if I used Apache, I was just trying something new.  Thanks!
Unfortunately, I'm not that familiar with FP.  I've seen a couple of references onlne that suggest that there are no FP Server Extensions available for Apache on Windows, but I can't vouch for that.  In terms of IIS, this isn't a problem I've encountered, but I found a couple of references to it that might be helpful:

Did you have any previous version of FP Server Extensions installed or was this a clean install?  When do you get this problem, when you try to access FPSE admin?

Ok, maybe I am not setting the IIS 6.0 up in the right way.  Let me go through the steps.  I first create the site in FrontPage 2003, then I got to the IIS Management console and add the folder of my site to there.  I cannot extend it though, it does not give me the option.  I am not sure how to do this.  The site is working, and I can get from page to page, the main problem is that I need to get the form working.  It is just a simple form that allows the users to submit comments/concerns.  Do you have a link to detailed steps of how to set up the Web Page from the editor to publishing so that it works?  I would really appreciate it.  Thanks again for all of the help.

Here's a good tutorial on how to set up II6 and create new websites - www.simongibson.com/intranet/iis6/.  Make sure you have installed FP Server Extensions (as in step 1 in the tutorial).  Once the website is created in FP, you just save it on the server and tell IIS (during the website setup or after in the config) where the home directory is (see step 9 in the tutorial).
I went through the setup from the tutorial, I can view the web from my workstation via the Server, but I cannot extend the FrontPage Server Extensions.  I try to do so via the Microsoft Share Point Administrator and it will not allow me to extend the site that I have created.  I get the error that I stated earlier about the administration package and the FPSE are not compatible.  What is going on, I am confused here.  Have you ever heard of this error?  I did check the links that you suggested above, but to no avail.  Anything else that you can suggest?
