Learn HTML and CSS. From scratch this can be quite a daunting task, and you will regularly think that you really have no idea what is going on, but stick with it. Things will drop into place - certainly with HTML. Css is a slightly different matter as it can be a bit quirky with cross browser differences and some things that may appear counterintuitive so don't worry about not understanding something, it will come in time.

Learn to write HTML code and keep the HTML a structure and use CSS as design.
There are plenty of excellent tutorials on the internet, I have always tried to verify stuff I read from a number of sources as there are also plenty of folk out there with no proper idea.
Another thing that I have fouind invaluable is buying books for reference and to read about webdesign, HTML, CSS and others - subscribe to a magazine, helped me.
Don't be afraid to ask questions and use search engines.
Learn about Web Standards
http://www.webstandards.or
and also about accessibility, very important.
One book I will recommend you read, in fact get a copy of is Steve Krugs 'Don't make me think' it is one of the most sensible, informationially useful (not sure if that is a word) books I have read.
Hope that helps. Good luck it is fantastic fun. I love it.
