You can make use of SQL Loader for loading the comma separated files into Oracle DB. For this you would need the data definition scripts (for creating of objects)

I think below link would provide plenty of information. You would need to create ctl files per the table definition

What do you mean by "dump" files? Comma delimited data is probably useless unless you also have data structure definitions.
