You can make use of SQL Loader for loading the comma separated files into Oracle DB. For this you would need the data definition scripts (for creating of objects)

Migrate from SQL Server to Oracle
Without connection to SQL server, all I have either dump files from SQL Server or comma delimited files. How to migrate SQl server database to Oracle database.

What do you mean by "dump" files? Comma delimited data is probably useless unless you also have data structure definitions.
