I tried to go through what you were describing with Outlook 2003.
I took a message from my Inbox with an attachment (just a PDF), saved that message to my desktop as a .msg file, then created a new email message from within Outlook, and attached the saved .msg file to the new message.
First, I noticed that if I open the .msg file after it has been saved to the desktop, in the window that opens there is a command under the Edit menu to Edit Message. (Open the .msg file to display it, click Edit, then Edit Message.) this command allows you to edit the message body.and subject. (the subject does not appear editable, but if you click on it, you can change the text) I assume you could attach other files to it as well. Selecting File/Save or Save As will then record your changes.
If you attach a .msg file to a new message, you can double-click on the attachment, and it will open up the message. the same "Edit Message" command should be in the Edit Menu. Right clicking on the attachment would give you a "remove" option, but I do not see a way to add a new attachment to the .msg file.
I have noticed, however, some inconsistency in what edits gets saved in the sent message. If you edit the .msg file on your desktop, and click Save, all edits are forever retained. If however, you attach the message to a new email, and try to open and edit it after attachment, not all edits get retained. I tried changing body text and removing the attached PDF file, then sent the message (to myself at another account.) Sure enough, the message I got had the attached .msg, and the PDF was not included, but the message still had all of the original body text.
There may be some proper order for editing / saving the attached message that I missed, but this is the extent of what I've figured out thus far.

I am using outlook.
I sometimes save sent messages on my desktop as "outlook message format" . The saved e-mail has attachment, like scanned documents. pictures, etc... any attachment.
I send open a new e-mail on outlook, and attach the saved e-mail as an attachment.
I need to find out if this saved e-mail on my desktop can be edited with new title and new attachment, or can it be edited when it is on my sent items.
What I need is to recreate the e-mail with new attachments, and titles; therefore, this same recreated e-mail can be attached to a new e-mail
