At that point it tries to copy the file from the temporary internet files to the final destination. I agree that clearing those files would be the first step to try. You could also try (at least temporarily) installing another browser such as Firefox which has it's own method for saving and opening downloads. Also an antivirus program could be blocking the file once it's downloaded.

Start by emptying your recycle bin. Also remove all temporary files for your browser.
