Missing htaccess file causing permalink problems with moved site

I installed WordPress through Yahoo--I installed the Customizable Permalinks Plugin at the same time.  I then followed the instructions for  Giving WordPress its Own Directory While Leaving Your Blog in the Root Directory (http://codex.wordpress.org/Giving_WordPress_Its_Own_Directory).  The only problem was that I couldn't copy the htaccess file over--I couldn't find it--it didn't exist (and yes, I have view hidden files selected).

I followed the rest of the instructions anyway.  But, when I tried to change the permalinks settings from default to date and title, the permalinks wouldn't work.  They still work, sans htaccess file as long as I use the default settings.  What do I do?
