You want to have a forum (or blog) with minimum-to-no real setup and minimum-to-no monthly overhead, financially? Is that correct? If yes, then I really don't have a ton of info for you, offhand. Sorry.
If you have webspace already, you can fairly easily setup and run some free forum software, such as SMF.
I apolgoize if my advice isn't truly helpful yet.
If you feel comfortable with the webspace and setting up a simple database, I'd suggest looking at either WordPress - http://wordpress.com or SMF - http://simplemachines.org.
They are fairly simple to setup and more user friendly than some other products I've used, plus are clean and fairly straight-forward to administrate.
I believe that, if you look at WordPress (which really is more of a fullon blog and maybe not what you are looking for) I believe you can set it up right on their site.
