Can't Install Wordpress Mu On Linux Box

I've been trying to install Wordpress MU for a few days now and I keep getting the following error:

'Problem in wp-config.php - $base is set to BASE when it should be the path like "/" or "/blogs/"! Please fix it!'

Then, when I fill the values in manually it gives me this error:

'No WPMU site defined on this host. If you are the owner of this site, please check Debugging WPMU for further assistance.'

Each time I try to re-install, I delete the wp-config.php.

I've set the directories all to 777 in an effort to deduce what the problem could be.

Nothing seems to work.

I'm running Apache 2.0.52, PHP 4.3.9, MySQL 4.1.2 on Red Hat Enterprise Linux AS release 4.
