I had the same problem with a user receiving email from a customer......here is what I did....
In Outlook...under "Tools" - > "Options" - > "Security" tab and in the "Security Zones" section of this window....changing the zone from "Restricted" to "Internet" and using the default zone settings allowed the content in the email message to display with out the notification window...

If you go to Tools>Options and then click on the "Security" tab, you will see an area titled "Zone Settings." Click the "Zone Settings" button and then "Internet"/globe icon. Below click on "Custom Level" and scroll down to the "Active X" settings and see if any of those seem out of the ordinary. Use your discretion on whether or not they are having problems to and from the internet or the local intranet.
I had this problem once and was able to resolve it by enabling one of these settings.
