Limit by Quota in Websense Web Security

We are now in the process of installing Websense Web Security, and I shall be creating the rules and profiles. I am already half way done, but yet, I need to configure the "Limit by Quota" sites and profiles.
My question is: when a user is surfing a website under the quota, and the session is idle (user minimized it for later on use), does it count as surfed time, or Websense Agent just consider sites when active?
