This is generally a permissions issue. If so, here is a solution for an NTFS formatted system -
l /E /G BUILTIN\Users:R x /E /G BUILTIN\Users:R

Login using an administrator account
Open Command Prompt. (Start -> Run... -> CMD)
In command prompt type command and hit enter:
CACLS %systemroot%\System32\*.dl
In command prompt type command and hit enter:
CACLS %systemroot%\System32\*.oc
Reboot PC.
Note - where is says type "command" and hit enter, you must do exactly that, then follow the instructions on the next lines
