i do not think there is software do the exact size you want.
the softwares will help for limited size then your picture will loose its appearance.
when enlarging the picure, every pixel tries to read the pixels around it. do this steps to see yourself.
draw 4X4 pixel selection and give every pixel a color, enlarge it, every pixel will strech trying to read the next pixel, but they will fail. because the pixel has fixed size.
in photoshop:
right click the title bar of your picture > Image Size
in pixel dimention change to percent and type the number you want
it is 100 > change it to 150, the result acceptable.
