Have you tried disassociating the file types with videos and pictures?
Is there something running in your taskbar that auto detects the media?
Have a look in your startup folder under Start>Programs, and software reference in there?. Also Try running msconfig.exe from run. Go to startup or boot.ini tab and see what is starting up. If you see anything try deleting them, or tracking down the source. It should tell you a file path.
If no joy, I suggest navigating throught he registry for a look, let me know and I can point you in the right direction.

Try running CCleaner (www.ccleaner.com) and use the issues finder. It scans the registry for references to old software, which this seems to be doing, and cleans it up.
It's legit software that is totally free. There is a toolbar, but you can uncheck it to not install it.
