You know that's not true as well as I do. Resizing any picture loses photo quality even if the picture was bad to begin with. If you lose information, obviously you lose quality. Yes with CS4 you can reduce the size and make it look like you haven't lost quality because CS4's resizing does a very nice job of keeping the important pixels.

Pretty much any photo editor with any merit can resize images, even Microsoft Paint can resize images, in Image -> Attributes... or shortcut keys Ctrl + E. Just look in any photo editor you have for something about changing picture properties. CS4 also has a "Content Aware Scaling" feature which will resize your image while keeping what it determines to be important for a video visit Adobe TV. However if all you want is to resize, going out and buying Photoshop CS4 is not worth the money, yes it's an awesome piece of software... but it's not JUST for resizing pictures, it's capable of much much more. Overall check picture editors you have currently on your comp, and you should be able to in there.
