You know that's not true as well as I do. Resizing any picture loses photo quality even if the picture was bad to begin with. If you lose information, obviously you lose quality. Yes with CS4 you can reduce the size and make it look like you haven't lost quality because CS4's resizing does a very nice job of keeping the important pixels.
