If you have the full version of Acrobat (not sure if it's an option with just Reader) you can save the document as RTF. This will only work if there's actual text in the document -- something that's just a scanned in graphic won't have any text. This also doesn't preserve formatting very well, so if this is anything complex, you'll have a LOT of work to do if you want it to look nice (or close to the PDF). But you won't have to rekey everything.

I You can use the TouchUp Text tool in the full version of Acrobat to edit text in a PDF file. This is not possible with the free Reader. As the name suggests, this is for touchup only. The tool has it's limitations, and you would therefore not use it to e.g. write a new paragraph. The recommended way to do more than just a touchup is to go back to the original application, make the edits there and recreate the PDF file.
You can also use the Enfocus PitStop Professional plug-in (http://www.enfocus.com - this also requires the full version of Acrobat) to make text edits. The edit tool that comes with PitStop has more features than the touchup text tool (you can for example edit a paragraph and have PitStop take care of line wraps).
Another option is to use something like the ScanSoft PDF Converter to convert the PDF file to a Word document, edit the word document and convert it back to PDF. This allows you to edit a PDF file without having access to the original application.
