Can you make a form's editable in Acrobat Professional but not Acrobat Reader??

I'm in a dilemma here. I'm using Adobe Designer to create material history sheet forms which I will then let 4 users of Adobe Acrobat Pro modify the text field. What happens is they then save the PDF to an SQL database through Columbiasoft's Document Locator software. From then on out if they need to append to that PDF or add data to it they query the repository, open of the PDF through Adobe Acrobat Pro and enter data into the next text field in the table I setup, and then they resave that PDF to the repository overwriting the old version. However there are 8 other people who are allowed to view it through just Adobe Reader. My problem is, I don't want them to be able to click in the text field areas and delete or type over what's in there. I know they can't save anything but I want to eliminate the confusion. Is there any way I can stop Adobe Reader from allowing them to click in the text fields??
