When you install Acrobat on a system, it's licensed for _ONE_ user, so there should never be the need to track the Adobe PDF printer usage on a per user basis. Please read the EULA that came with Acrobat and make sure that you are running it within the rights granted to you in that document.
Also, the Adobe PDF printer is not the only way to generate PDF files with Acrobat: From applications like MS Office, AutoCAD, MS Outlook, Lotus Notes, ... you can use the PDFMaker that gets installed by Acrobat to create PDF files directly from those applications. These PDFs do usually also have application specific features in them which you don't get by just printing to the Adobe PDF printer. All these PDF files would not be tracked by anything that looks at the usage of the Adobe PDF printer.
Just out of curiosity, why do you want to track the usage of PDF files generated via the Adobe PDF printer?

When you say "by user", do you mean by multiple users on the same machine or by multiple users on a server?

If you're talking about on a server, Acrobat is not licensed for server use. You should investigate LiveCycle PDF Generator (also from Adobe) fore this purpose.
If you mean multiple users on the same machine, and you're also talking about Windows, then check out the Windows "Auditing" feature which you can enable on any of your printers. Here's an MS TechNet article that ought to get you started: http://technet2.microsoft.
