Thanks for the reply and normally it would be fine.
In this instance the PDF is being ripped by a digital press which cares whether its marked as coated or uncoated. If marked as coated it can simulate a coated finish on an uncoated paper. It's a neat effect when reversed text with the coated ink look.

I am not sure whether you need to. The spot colour books only illustrate how a PANTONE colour will look on the respective paper. Either coated (glossy/silk) paper or uncoated (matt) paper.
The color separated PDF will specify the values for the inks, but unlike CMYK you don't build these up as a process, you instead pick the inks for the press. So in essence you only need to specify the paper as coated and that the should use the colour values as such as they are.
