Nope, it can read it and display it and edit it, but the saved new pdf file is still just displayed as a blank page in Adobe Reader.
This is really weird.

The issue persisted and we ran another research case to debug this - this time with the user showing what she does.
She opens a pdf with the Foxit Reader Version 2.3 Build 3201.
Then she does a Save As operation which creates a new pdf-file.
This file Foxit can display correctly; however, when opened with Adobe Reader 9.2 it is blank.
If she does a normal copy and paste of the original pdf, Adobe Reader 9.2 will display it correctly.
So the conclusion is, that Foxit Reader changes the file slightly with Save As and enough to make it unreadable by Adobe Reader.
