How can you convert a set of interlinking HTML files to PDF so that their links are preserved (relatively)

Is there a way to convert a set of HTML files to PDF in such a way that their links (which in HTML are relative HREFs) are maintained?

It seems like Adobe Acrobat 9 wants to make links absolute. Also, when we fix them, external links to named destinations seem problematic -- if you click on a link to an external PDF, your current one closes, etc.
