JPEG-in-TIFF File Size is Larger than Expected

I have been using a ImageKit OCX to develop a scanning/imaging application and have added the JPEG-in-TIFF file format. I have tried saving Scanned images in both JPEG and JPEG-in-TIF formats and it appears the same image is twice the size in JPEG-in-TIFF format (800K vs. 2.3M). Both methods I am using 50% quality and 300dpi.  Is this typical for a JPEG-in-TIFF file size compared to just JPEG? Is there any other image file utilities I can use to save an image in JPEG-in-TIF format and possibly compare results?
