GhostScript is supposed to be able to read PDF files. A command line like
gswin32c -sOutputFile=C:\Test.eps -sDEVICE=epswrite C:\Test.pdf
should do, assuming that you have GhostScript installed. However, not all PDF files can be converted like that. Check the output of
gswin32c -h
for further options.
(If you are not using Windows, use gs instead of gswin32c.) Hope that helps.

I don't know of any free tools, cheap ($26) is:
http://www.pdf-convert.com
Other wise the traditional Illustrator, but that isn't cheap, but you get what you pay for...
