The boot disks recognize some USB drives on other devices. Laptop recognizes USB external floppy drive. Also, when I use a CD for Clonezilla it recognizes the USB hard drive without issues.

If you want to use the external USB harddrive to store / restore images you will have to use either WinPE or BartPE. I would recommended BartPE (it is quite easy to include Ghost into the package as a plugin): http://www.nu2.nu/pebuilde
After you build your BartPE image you could use this tool to transfer it a bootable USB key, which is quite handy and easier to use on the modern computers: http://petousb.en.softonic

Floppy is based on DOS and it cannot work with your USB connected floppy. This is the answer to your question.
Go on with Bart PE or use some alternatives that run from USB flash drive. Such as Paragon Drive Backup 9.0 Free or Personal editions: www.drive-backup.com

Try going into the BIOS and allow for USB support. Also when you created the ghost boot disks did you check the option for USB support?
