Not sure where it's created, but I do know of "Character Map".
Start -> Run -> "charmap.exe"
Click on a character and it shows the keystrokes on the bottom right corner.

Multiple keystroke to create single special character
How do you set up the keystoke combination to create a special character in, ie Word? Currently my WORD can convert :-) to a single smiley face. Where in WORD or Windows XP is this function created?
