Actually, I think the best way, especially if you want to maintain the nice clean edge to your curves, is to use Adobe Illustrator. First, type the letter (let's say S). Then select the letter and convert to outline. Place your photographic image, bring the S shape in front of the image and position as needed, and select all. Then Choose Object > Masks > Make.
You should see your photographic image in the shape of an S, and it will print with a nice clean vector edge.

Your best bet would be Photoshop - create your lettering on one layer, and then on another layer underneath your lettering create your photomontage, and then mask the montage with the lettering by clicking between the two layers on the layer pallete (the icon will change).
