dafont is not going to have it.
A google search shows over 3 million documents with this encodeing:

Many of these are generated by Microsoft Office products, but I couldn't find it anywhere in the Western areas of Microsoft, either the Knowledge Base, the Developer's Library, or Office Products area.
It is listed as a substitute for SimSun, Office's Simplified Chinese font. But other than that, I draw a blank. I see that is is used a lot on Mobil devices in Asia, but where it comes from and more important, where you can get it, I don't know.
Is there anymore info that you can share to help in the search?

It looks like there's some encoding issues going on with the name of the font, but I'd suggest doing a search for it on www.dafont.com that's my personal favorite free font site.
