Gif to WMF

I have a gif picture which is essentailly a line drawing. It won't scale up. Does anybody know of a shareware/freeware packet which enables me to convert and/or edit the gif into WMF or any other vector format?
I once did this with a bmp using Corel Draw 2.0. This won't install on my 95 machine (says I must upgrade Windows!) and I'm NOT going to re-install 3.1!
