Outlook Express can put sounds and gif anims in emails. The files always get "sent
along" with HTML.

No embedding necessary. Just use absolute links and leave the media on a server that the HTML can reference. I dont know how many mail clients support animated GIFs or audio clips though. My guess is few to none so it may be a moot point.
