Newsletter layout tool

Does anyone know of any good, easy-to-use, newsletter layout programs? I need a tool that's intuitive and dynamic, one that does not require coding and is very easy to use. It would be great if it automatically adjusted column sizes etc based on the content that is added. And of course, freeware would be awesome. Thanks in advance for your tips.

I guess MS publisher would be my tool of choice (not free of course :)

not programs but can download and use in the html view in any good email program like outlook.

if you want a hole system that allows you to send emails (i.e. use thier smtp), create email newsletters etc then i don't know any for free.
