We are starting a freelance brokerage service that connects low-cost freelancers with buyers. This service sellers are paid very little so it is important that any work they do will be guaranteed (at least as much as possible).
We need a service that verifies credit cards from as many countries as possible as our buyers are mostly international.
***The card needs to be pre-authorized to accept a charge for any hours accrued from the service sellers***
Start up cost is a point of interest but not a deal breaker.

The problem you run into is pre-authorization - this amount is set by the issuing bank and only for about three business days. So if the work is not completed in a few days, that pre-auth (guarantee) is lost. And factoring seems to be an issue as well.
If you are in the United States and not factoring, it should be easy for you to get a merchant account. Credit cards can be accepted from most places in the world.

Are you going to be using one merchant account, or will each of your clients use their own merchant account? If one - you need to be careful about factoring funds - you might be considered an Internet Payment Service Provider which you won't be able to get a merchant account.
If they are going to be using their own merchant account - look at Quantum / Authorize.net. Take a look at Paypals and Protx. Then you can easily have the merchant enter the correct information.
