We want to start a local personals site and blind date site here in Sun Valley, Idaho

As above osDate is a free open source PHP personals dating software. http://www.tufat.com/docs/osdate/index.html

To be honest most of the time it is easier to create your own in the long run. If you already know PHP and have a understand of databases you almost there.
