Basically, Google hands out vouchers at conferences, etc as well as to some advertisers based on performance. As you can see at the following Google Services site, there are various ways to get Google vouchers. http://services.google.com
What it sounds like is that people are burning through these vouchers and enticing people to go to their SEO firm. Could be a little sketchy as it sounds like it is not Google's intent for these.
If you are looking for an SEO or SEM firm for natural or PPC optimization, you need to ask yourself, would a good company that is going to offer you real results use such a sketchy tactic to attract customers?
I would say not.

Some web hosting companies will give you vouchers for signing up and hosting your site with them, I would assume that Google gives these hosting companies a pretty large supply to keep up with any demand. So chances are employees of said hosting company are selling vouchers they have sitting around. Doesn't sound legit, but I haven't done too much research.
