The only difference between to popular is that his message has not been promoted effectively. My question to the experts is, "How do we market my Pastors message effectively"? We prefer to use the web; however, we are open to all options. We need clear direction!

The best marketing for something like this is word-of-mouth. You can generate supporting materials like leaflets or a web site to convey the core message, but to start gaining a popularity on the scale of Osteen, the most persuasive conversions are going to be done by the parishioners themselves. If you can provide them with supporting materials and resources, that will help them spread your messages.
If the sermons are that powerful, perhaps you can do simple podcasts (make MP3 recordings available), and partner with a local radio station to do live broadcasts? RSS feeds of sermons would also be effective.
However, consider your regional limitations. Osteen and Jakes are based in large population centers in Texas, which has a much larger ratio of active Christians than say, Nevada, Oregon or New Hampshire. If your region won't support a mega-church, you might set your expectations a bit more realisticly.
If you're looking to expand your online audience rather than just your local audience, you also might consider YouTube broadcasts. Just be sure to ramp-up production values (multiple camera angles, good sound quality, etc), or the message could get lost.
Osteen and Jakes are also best-selling authors, so a book might be a good avenue for ministry building. The catch is that a publisher is going to want some indication that the book will sell well, so a large existing audience might be a prerequisite to a book deal. Getting a large number of YouTube subscribers might be a good indicator of viability.
