adwords low keywords

When adding keywords to our campaign using the keyword tool, the "estimated AVG CPC" gives a value for some keywords of $0.05.

When adding those keywords, they turned out to be $1 , $2,  $3+ CPC on the live campaign.

How can you find real low cost keywords on adwords?
