I am not sure about getting your IP removed, but if your site was blacklisted/banned:
do you know what you have done wrong? if you haven't signed up for google webmasters, i recommend doing that. sometimes they will send you messages on how you have messed up.
Correct everything that is wrong, even if Google doesn't know about it. Then file a reinclusion request through google webmasters tool. This will be reviewed manually so make sure everything on your site is legit and that it doesn't look spammy.
