I have researched this extensively before signing up with a paid service. I actually use icontact.com now, not constantcontact.com.
om/ but you don't manage your own list with them. You only send to their lists. I never used it but have been considering testing it for my service since the cost seems low.
There are not really any good, reliable free services like constantcontact most likely due to SPAM liability and bandwidth. Plus if you want to be guaranteed your mail server is white listed you'll need a paid service as getting a mail server white listed is time consuming and expensive.
I've used to use a software called mailloop (paid program) and it worked fine but you have to use your own IP or ISP connection and you have to throttle it to stay under the threshold for spam. It took hours to send out a mass mailing and still have a lot of problems with temporary blacklists.
There are several free mass or bulk email programs but all are similar in that you have to use your own ISP and it's not the best solution if you're sending more than a few thousand emails monthly or more than a few hundred at a time.
The only other service I checked into was http://www.blast4traffic.c
