how can i make my website in google search engine?
my index page is written in php.

First, I would start by providing a rather intuitive description in your meta tags, followed by about 12-15 keywords that all highlight the overall content and/or services of your site.

<META name="description" content="domain.com is dedicated to quality photo galleries or whatever it is you do.">
    <META name="keywords" content="breakup, whatever, it, is, you, do, into, numerous, descriptive, words, about, your, site's, content">

Next, I would lower your revisit value from 15 days to 3 days.

These are good starts. Additionally, you want to have other websites link to your site which will help boost your visibility also. Finally, you want to have the page content to have numerous repeats of keywords you already have in your meta tags.

they've got their own method of doing things,

enter your url and description and it will update googles database eventually

From what I understand, while you can add your URL this way, it can take months for Google to get around to indexing your site this way, if ever. URL's added by this way have a very low priority. The only real way to ensure that your site is indexed is to get other sites that are indexed link to your site. The more links you get the faster your site will be indexed. The larger the site is that links to yours the faster your site will be indexed. Sites that are updated frequently are also indexed more often and this means that links from these site will get your site indexed quicker.

I have found that there is rarely a need to submit your sites to search engines any longer. I have a few sites that I simply made sure that I followed all of my given advice here and leave it sit. Their spiders will eventually start to poll & index your site. Search engines are probably the worst examples of "hurry up & wait". Also, as was mentioned by Hube02, once you submit your site you go into a queue that could be millions of records in length and thus could take quite some time before your site is actually hit.

The best approach is to making your site as SEO friendly as possible and then let the gods of the ether handle the rest. I know that sounds extremely disappointing, but it's just the state of affairs when it comes to the current constructs of internet technologies.

Not sure what line of business you are in, but you could add your company to Google Local --> http://www.google.com/local/add/businessCenter?gl=US&hl=en-US There are contradicting theories on this, like most SEO theories, but it's another option to consider.
