Because of the way the system is set up, the most important variable in this equation is you. How to attach a file to an email message in a web page

I am a web developer. I work with Visual Interdev developing ASP pages. In one of my web pages, I would like to allow users to attach one or more files to an email message and send it to a specific address. I have found samples that are using an NT service called Posting acceptor which is associated with a file called cpshost.dll. I looked in the internet to find this file to download it but unfortunately, it was no longer available for download instead I have been told that it is now part of the option pack for Windows NT. I downloaded all the files for this option pack and tried to install it on Windows XP by clicking install.exe. Install ran for a few hours on my computer without any sign of cpshost.dll. Please let me know if this is the only way to attach a file to an email on a web page. If it is please help me find cpshost.dll.
