Web Development ?

Hi,
Here's the situation: A networking client of mine has a web site which he updates and changes regularly. Recently a new local competitor of my client has begun downloading images from my client's site each time it is updated, and using the images on his (the competitor's) website. In some cases the competitor has even edited the images and added his logo to them. And the competitor generally copies the look and feel of my client's site.

For example, my client updated his website for the holidays, with holiday oriented graphics and sale prices. Within a few hours, the competitor's site had been updated w/ the same images and look my client had uploaded for the holiday season.

Not being a web person, my question is this: What steps, if any, can my client take to limit this copying? My first thought is, probably nothing, short of maybe some copyright or trademark type action. But I want to ask those who do this for a living and probably encounter this type of thing regularly.
