With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Scripting Language Face-off

I have a pseudo design (like pseudo-code, but a design instead of code) for a large project that I've been interested and thinking about for about the last 5-6 years... but just haven't had the time to develop until now. As I get ready to actually move into prototyping... I'm trying to decide what web scripting language to use. The system will be using get/post through web forms and XmlHttpRequest to request/receive date from a web server. The web server will be pulling data (via the scripting language) from a database server.

Since the system, as it would be deployed, would be designed to be operated on either a hosting provider or an internally operated server... the question can be asked independent of hardware/OS requirements. I'm interested in all-kinds of elements to this argument including advantages that come w/ various OSes. For example, one of the main reasons that I'd started looking at PHP again (after virtually deciding on ASP) was the simple fact that I could distribute a demo of my open source product on a Linux live-cd distribution... making it easier for people to try the product out and potentially easier to deploy as well (new version? New cd!). Obviously, this wouldn't be possible on the Windows platform (and others...).

I have spent varying amounts of time w/ each of these languages over the last 6 years and would be fine with learning JSP (for instance... or others) if they merit the transition. In other words... the languages I know shouldn't play into the discussion.

Now... the question(s) come(s)...
"What scripting language should I use and why?"
