Fireworks or Flash ??

I am new to web development and learning. I would like to create a navigation bar that is smooth, that glows and changes smoothly as I rollover it. similar to this site. www.aicfacilities.com Where It is a smooth navbar, and as I rollover it, the letters slide up, the buttons fade, etc. I dont want it to just swap as opposed to fade slowly and neatly. Anyway, my question is should I use fireworks or flash ? Can I use an existing image (bar) that i created in adobe photoshop ? I'm starting from scratch and I have all dreamweaver products so I would appreciate the advice to make this an easy project. Thanks in advance.
