JPEGs for Web Worse With High 8meg pixel Camera than 2meg?

Hi,
we found an unusual problem that I hope someone might be able to throw some light on regarding photos to be use on a website; All images are in jpeg format - both for the web and the format saved by the digital cameras.

Here is the problem:
Recently we started using an 8 meg pixel Cannon D20 Digital camera to take photos to use on our website. The photos are taken on the highest resolution of the camera. we then prepare these for the web by reducing the picture size down to 250 pixels wide and then compress them by 15% with dpi setting of 72. The problem is that the pictures look grainy and they have a relatively large file size (around 35kb)

Previously we used a 2 meg pixel photos from a different camera with the same above procedure and produced reasonably good quality photos with a lot less distortion. The final file sizes after processing were also small - typically around 12 to 20Kb / image as opposed to the 35 -45 kb when the high quality source images are used.

Does anyone know why the photos look worse after processing for the web when we use a higher quality source image and also why are the file sizes larger?

Does anyone have a new protocol we may be able to use to prepare the high quality images for the web.
