localhost not working in Windows XP

Hi All,
   I am having trouble with my localhost on windows XP machine. Whenever I type "http://localhost" on my browser, it keeps on telling me about "The page cannot be displayed
There is a problem with a program on the page you are trying to reach, and the page cannot be displayed." error, along with HTTP 403.1 error. Initally everything was fine, this has started, I believe, since I installed VIsual Studio .Net. I had VS 2002, uninstalled it and then installed VS 2003. Since then whenever I went to add a project from localhost to VS (Visual Studio) it kept on asking me for login and password, even though I dont have any password set on. I tried mucking aroung with IIS settings, now it does not ask for any passoword, but striaght away gives me the Http 403.1 error. Please help.
