With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Ecommerce - Automated Credit Card Processing

We are experienced web developers. I have yet to find a good generic solution to the following problem.

We have a customer who wants to sell to the General Public on the web. They are an established business but they have never before accepted credit cards from customers. Their customers (heretofore) have always been other businesses & therefore they deal with PO's, etc.

There seem to be three pieces to solving this problem, all of which we've done in varying degrees before.

(1) Develop on-line scripts, etc. to build shopping cart, accept credit card data, etc.

(2) Pass credit card & total $ amount info off to a "credit card processor".

(3) Credit card processor interfaces with a "Merchant Account" to effect the transfer of $ to the merchant account.

In this case, the customer has no merchant account.

What is the best way to deal with all this? I have for previous customers used something called YourPAY for step 2 but that was with customers whose Merchant Account "sells" YourPAY. Seems very strange to me.

How does one get a merchant account & the credit card processor all at once? Is the customer forced to go to their current bank to get a merchant account? Then how do we deal with the middle step? Seems to me it's got to be easy since literally MILLIONS of business sell by credit card on-line.

I don't want to consider PayPal unless someone knows how to FORCE PayPal to return control to the customer web site if the shopper pays with a credit card. That to me is a HUGE deficiency with PayPal.
