OS Commerce & Paypal not collecting shipping

I have a slightly modified shopping cart on http://www.bobsartinwood.com/shop.  Paypal is the only payment method enabled. I use the merchant solution on Paypal.  An order can come in and processes on PayPal but the shipping cost doesn't seem to get passed to Paypal.  

I set this up a year ago and don't remember all my modifications but here's the shipping setup:
Enable Table Method
  Do you want to offer table rate shipping?
          ENTRY: True
  Shipping Table
      Example: 25:8.50,50:5.50,etc.. Up to 25 charge 8.50, from there to 50 charge 5.50, etc
          ENTRY: 15:4.50,50:6.50,10000:8.50
  Table Method
    The shipping cost is based on the order total or the total weight of the items ordered.
          ENTRY: price
   Handling Fee.
          ENTRY: 0
   Tax Class
          ENTRY: none
   Shipping Zone
          ENTRY: none
